When cleaning some coins today, I found this very nice Greek IONIA coin. I have been looking around on the net to find as much as possible about the coin, but I can't find out the Magistrate.
Can anyone help me?
Size: 18.1 mm.
Weignt: 3.17 g

I agree, it is certainly Magnesia ad Menandrum.  The magistrate's name is below the bull.

?

"Ippokra" is an abbreviated form of the common Greek name Hippokrates.

It then makes me have one more question: Gorgasos Ippokra (Hippokrates), is that the name of the ruler, the person that had this coin made or a ledgen?

He would be the official in charge of the mint at the time the coin was struck.  Or perhaps the official in charge of the city government at the time.  Unless there is some specific title--and there is none here--it is difficult to know if we are dealing with a mint official or an official with broader authority, such as the head of the city's government that  year.
