I believe this is a coin of Hadrian from Side.  I have tried to find it and failed.  Thanks

Dear Nathan and Board,

Your attribution to Side in Pamphylia is correct, but this exact type for Hadrian is unlisted on RPC Online, although the obverse die for RPC III 2736 is very similar:

I would submit your coin to the RPC editors so it can be included in the next website update.  The latest one happened in late June of this year if remember correctly.
