Is This Coin Phoenician?

I picked up this coin which was attributed to Arados, Phoenicia (AE 15 - no weight given) but I cannot find it in FORVM or any of the other online sites.  I now question if this is even Phoenician.  Any assistance would be appreciated.

The vendor got his locations all mixed up with this coin, definitely not Phoenician.
