Is it possible that this countermark has been placed by the Samaritans as described on this page?

bad reference source as most of the inferences on that page are wishful thinking

It is not an impossibility but not a typical formation of the symbol  :<a href='http://www.forumancientcoins.com/catalog/roman-and-greek-coins.asp?vpar=810&pos=0' target='_blank'>Chi-Rho</a>:
It is a christian community at the time, and the C/M struck over the face which makes for a compelling inference from a modern perspective

But the C/M would have been imposed by an authority. Would that Authority have used a Christian Symbol?
if it was a christian authority, perhaps intended for use by a small community, why the improper formation of the CHI-RHO?
I think without more evidence the negative outweighs the potential.

It would be interesting to know the context of the find to weigh against how and where the coin was employed

I should note I believe the Straurogram (what the C/M looks like) usage comes later than the Chi-Rho since it references the cross, a later christian symbol. Which is why there might be a possibility of a christian C/M occurring at a later time but....
