It appears to be genuine, but the obverse has been horribly tooled. Maybe it was a genuine, but corroded Nepotian, although I wonder if it might actually have started as a Magnentius.

The lettering is also pretty bad.

Sheesh, if you are going to make one side so smooth and shiny at least touch the other side up a bit too!  Instead they clearly found an original with the right reverse type and thought that leaving it untouched would improve its chances despite obviously tooling the obverse.

Even if it was once an genuine ancient coin, it is now worthy of a fake coin report. If genuine, it has been destroyed.
