Silver Greek fraction, "SEY"

Hi,

Looking for help with this small (8mm diameter) Greek silver coin. One side has a horse prancing right, the other has  :GreeK_Sigma: E Y on the reverse. The style of the horse looks "Thracian", but that could be a red herring. Any suggestions welcome for a positive id.
