After looking for more than 3 hours for a similar coin no luck, I looked for Caligula and Agrippa provincials but found nothing  but ithe closest reverse was for a nero coin ascalon mint, good luck in identifying its a tough one!

I agree with Pekka K. Perhaps Kushan. Kujula Kadphises minted several coins in a Romanesque style which are stylistically similar to your coin but I haven't matched the type.
