Vespasian AE20 - Victory reverse

Just got this coin, and have difficulties with its identification. It is 20mm and 4,32g,
so it is actually close to the semis size, the flan seems to be smaller than the die, but not by much.
I have yet to see it in hand, but from the picture there seems to be yellowish metal visible in high places on reverse.

RIC 1505 (R2), RPC 1476 (3 spec.).

Asia Minor mint, non-Roman denominations, 77-78 AD.
