i think this is an Eastern mint.
Reference.

Obv. HADRIANVS-AVG COS III P P
Bare head right

Rev. FORTV_NA AVG
Fortuna standing facing, head left, patera in right hand, cornucopiae in left

I agree! Reverse in particular is too crude for Rome.

Strack *74, pl. XX, listed and illustrated another, from different dies, in Budapest. I think I had a specimen from those same dies in my first collection, should now be in Oxford.

Zach Beasley also illustrates a specimen of this Eastern FORTVNA AVG denarius in the Forvm thread.
