Definitely from the post-Constantine era, which narrows you down to just a handful of emperors. The legend has no break, so start with the PFAVG and work backwards... you should be able to get the emperor's name, and then can maybe identify the reverse through the process of elimination.

The emperors in question are Theodosius I, Valentinianus II, Arcadius and Honorius. I think this problem can be solved.
