AE 19.48. 3.6 grams

I have an interesting AE Roman coin with no legend Visible. I am hoping to get at least a partial attribution, since it appears to be from an emperor that does not occur frequently in my collection.

I think it must be Domitian or Vespasian.

Hi, I cleaned it up a bit.  Looks like female standing right holding something, monogram right?  Looks like delta right bottom?
