Unknown Ae 20.15mm 5.1g Tyche?

I was given an interesting Ae which measures 20.15mm and weighs 5.1g.  It appears to be possibly Tyche facing right on the obverse and a reclining figure facing left on the reverse.   Any ideas?

Arados, Phoenicia, ca. 250-200 B.C.
obverse Turreted bust of Tyche right;
reverse prow of galley left, with Athena-fighting figurehead, AP monogram above, Phoenician date below.

This type dates from 176 B.C (Aradian era date 84)  to 18 B.C (Aradian era date 241)
