I have seen this called a fire starter in some sources but a razor in others.  I think a razor handle is much more likely.

Fire starters are usually all iron and must have fairly thick iron to stand up to the repeated striking on flint.

 Hi Shawn as you can see in my Antic Object Gallery I have three different type till now but only one have very thin iron part another two like this too 3-4mm wide...
