Half Follis Maurice Tiberius?

Hi, all.  I am having trouble with this coin.  I think it is Maurice Tiberius, or Tiberius Constantine, but the legend is so blundered it is difficult to tell.  Any information on reference and I.D. would be appreciated.  Is it correct that the Regnal year is 8 and the mint Antioch?  Thanks, V-drome
