Wow! This is one of the nicest that I have seen.  The smaller ones of Arcadius always seem to have flaws, but this one is one I'd love to have!;)

It's very tough to find the minute bronzes of the Theodosian dynasty in such high grades. I have only one of the votive types which I will share. I would love to find a Victory type as nice as yours. This bust is all of 4mm tall.  :o

Mine is Theodosius I from the same mint and has a little lump of non-green.  Not all that long ago these were so unpopular that even nice ones were easy to afford.  They seem to have been well struck with more care than we usually expect from AE4 coins.

Do note the reverse AVGGG indicating three Augusti and that Theodosius and Valentinian were senior to Arcadius since their obverse legends were broken while Arcadius was in one arc

A minor correction:  The OP coin is  RIC IX 39c, p-155.   RIC IX 39d, p-155 is the more rare version with the name Arcadius split as we see here on out Valentinian (39a) and Theodosius (39b).
