Hello Jeff. The script is clearly Arabic, but beyond that I can tell you nothing.

You would be better served posting your question in the Identification forum. The Islamic experts may not see it here.

It is a 'temple token' from India, crudely imitating a rupee. The Hindu types are called 'ramatankas' and these Islamic types are often included with them.
