My best guess would be a gryllos (?) composed of four animal heads. But with this one, I think your guess is as good as mine. Something of a parallel might be this seal with a 'wheel' composed of multiple animal heads. I have another one of these (same type, not same die), but I haven't photographed it yet. I will post it when I have it.
