Obverse: Hadrian
Reverse: Salus (based on the position of the arm)

like on this As, but you forgot to give us the weight. For an As the weight  it is usually between 10 to 12g, sometimes higher or lower.

There are some obverse legend variations but I cannot read the legend. Reverse legend seems to be COS III.
